This was never an issue before 11.7 I just want to point this out because this default behavior shouldn't be happening.
By default I think animators tend to time their animations starting from frame 1 instead of 0. I'm glad to see that TVP tries to default to frame 1 when it can. though eversince the update I think there is room for confusion.
Please see this video so I can save you the time of me typing a wall of text...
In short, by default when importing footage as a new project, the first frame of the footage will always start at frame 0 even though the timeline is set to start at frame 1.
Compounding on this issue is that, when importing additional footage as layers, the import will always default its import offset at -1, -2, -3 etc...
