I have an image of a flower that's low in frame, and a title that is above it. But they're on two different layers. How do I copy the flower and combine it under the title on the other layer so that they're both on one layer?

Two layers. Select both layers , Title and Flower - Next, right-click on Layer stack and from the pop-up menu go to Merge , then you can choose Merge Selected Layers, or in this case you could also simply choose Merge Visible Layers , or Merge All , because there are only the two layers.

Now the two layers have been merged to a single layer -


If you still wanted to keep the original flower layer intact (in case you need to go back to it later to make changes) you could duplicate the flower layer , then perform the procedure above using your Title layer and the copy of the Flower layer , to merge them to a single layer (turn off the original flower layer).

OR you could use freehand selection tool to Copy the Flower to a Custom Brush (this copies it to a brush, but keeps the original Flower layer intact if you need to go back to it) , then stamp the custom brush of the Flower on the Title layer.

Another way to merge layers is to drag one on to the other -

A slightly different Merge Box will appear:


Depending on whether you wanted to keep or delete the source layer (the dragged layer), you would check/uncheck Erase Source.

The limitation with this method is that you can only merge two layers at a time. Perhaps not an inconvenience if a 2-layer merge is all that's needed. But it does have other advantages like being able to choose the blending mode, keep image marks, etc.
