Here's a little table to help you calculate when you need to animate to a certain beat. For each of the three possible frame rates we use it shows the corresponding BPM value for a given number of frames per step. The easiest is always a 12 frame walk in 24 FPS which equals 120 BPM, but other values are much trickier.

I prefer to plan my animation in whole frames without fractions. Nowadays it is easy to tweak the music, slow it down or speed it up to a certain exact BPM value. If you really need to animate to a given beat which doesn't correspond to a frame count without fractions, I'd still recommend to animate to the nearest BPM value in the table, then, after finishing the animation, stretch the whole video file to the final duration.
