trouble with panning a selected area

Hi,

Just a quick question. Not sure if this is a glitch or if I'm missing something. Basically, I select an area of the drawing with any of the selection tools, and then click on 'panning' to try to move the selected area. On the first try, the selection and the selected area appear to move until I let go of the mouse. Then, the selected area snaps back to where it came from and only the selection border has been moved. Afterwards, anything within the selection area now moves fine, but unfortunately the selection isn't where I originally wanted it anymore.

When I use the transform tool however, it all works fine, just not with the panning tool. I do have the 'move selection content' box checked, so I'm not sure what it could be. Thanks for your help!!
