29.97 or 30fps HTDV?

Does it matter either way if I use 30fps or 29.97 in 1920x1080 resolution?
Anyone know?

In my country case(NTSC and ISDB 1080i),

 For broadcasting (include Youtube) / screening ... 29.97fps
 For rental / sell Blu-ray ... 30fps

because for each player or projector's "scanning lines Standards".
Excuse me that's too hard to explain technical terms in English language.

@Paul - 4 minutes, and would like it to be able to be broadcast on tv, but also stretch up to digitial film projection.

I guess, I should just design at 30fps, and if it needs to be shown online, do a 29.97 conversion?

So out of the four minutes you would drop about 5 or 6 frames... (out of a 30 sec. commercial you wouldn't loose a single frame, that's why I was asking). I believe the conversion counts only when it comes to lengthy TV shows.
