GIF export issues.

I was making some avatars, like the one I am using here, and I noticed an issue with exporting the GIF animation. Using the "global Quantized" pallette setting, in one case, I got, kind of, flashing colors. Not extreme, by any means, but certain colors were surely changing from frame to frame. Changing to "Local Quantized" fixed this issue, but I have no idea why.

I guess I would like to know what is the difference between "Global Quantized" and "Local Quantized"? Why would one exhibit this issue of flashing colors and one not?

Local Quantizer: each frame has his own palette -> the file is bigger, each image can have better colors but it can have a difference between 2 images with the same color.
Global Quantizer: All frames have the same palette -> the file is smaller and colors between different images stay identical, but less colors are available.
