I tried to Import a background for my animation. my Background resolution is way bigger than my Animation frame. Some parts of the picture which are outside of the frame, automatically gets cut out. Not only big pictures, Even if I draw something and move it to the outside of the frame it will be deleted.
I don't know how to keep the original picture untouched and uncut even If I move to the outside of a frame.

You can either import it in a way that it's scaled down to your project size (for non-moving backgrounds): check "stretch to project size".
Or you can import it to a separate project withhout changing it's size, it will be included into your current project via the keyframer.
Or you can import it as a new project in big size and use the camera tool to pan around in it (only Pro).

So unlike Photoshop, I can't move my layers around a frame (especially to outside of a frame)

Sure you can:
Open your small project and open your larger, background project.
With your smaller project opened, Open FX stack>Motion>KeyFramer
Select Tab "Render">Source>Project List and select background project, which you can now see in the thumb.
Open "Position" Tab
OOPS -- something came up for me -- see if you can figure it out from here or someone please pich this post up, or wait for me to come back; tomorrow. sorry

Thanks for the responses to this, they've been very helpful and easy to search for. I am curious though, if I was to import the background via the keyframer and then update the background later. Do I have to delete and reapply the process, or does it update automatically after saving?

you'll have to reapply,
no need to delete though if your BG has its own layer, and if the KF blend mode is set on "substitute".

but keep the BG apart in its own project, and keyframe it in the main (animation) project,
or alternatively, you may create a large project (the same size as your BG), and make the panning via the Camera tool.
