Lip Sync project vs clip

Hellooo again.
I think I've made a big mistake with my current project... wondering if anyone can help me sort it out.
I have a tvp file which is my 'master' file. All the storyboard images are in individual clips with frames matching the duration of their part in the soundtrack. The soundtrack is set up to sync in the 'project' view, but not in clip view. When I load the soundtrack in the clip view, it starts at the beginning of the track.
I want to be able to export the clips as individual tvp files to animate for lip sync, WITH the sound in the right place. But I can't seem to get the 'offset' option on the track to sync up with the frames in the clip.
I'm not actually sure how 'offset' works. Does it go by frame number or seconds?
It's okay for dialogue at the beginning of the track, but these are 2-3 minutes long each, and I wanted to find the easiest way of realigning things without having to go back and forth. .... if it's possible.
EG: if I know a clip starts at 1:11, as does that piece of dialogue, how do I align it without dragging to the right spot in the track? This is where my confusion about offset comes in. Because when I try to take it to that time, it is the wrong thing.
