1)How to do Select, Drag and Drop drawing?
2)The color for a charcter is better to do in a layer located under the drowing layer to get better quality, or on the same for drawing?
3) On a character that i want to put color (for example is yellow) 'n at his left the lightning is lower i want to put the orange color to create his dimensionality, well.., how to get good result? I already tested other software
'n someone of those creates the orrible result that the color trembles. (blue arrows that point the red neck of image)
4) How to create the lightning reflex? (Red arrows on image)
Some people have suggestions please? I'm new to this software ...

1) Can you explain more precisely what you want to do? Are you talking about the Timeline or about the image?
2) It's better to colorize in a layer located under the drawing layer.
3) Try the Toon Shading FX to create shadows like you want.
4) Use the Toon Shading FX in white to create highlight like you want.

1)I'm talkin' about the image; if i want select a character, drag and drop a drawing that i done, just to put it on the same frame located to left of same frame 'just to put it on right of the frame what are the tools please??

For answer all your questions:
1) If I understand what you mean exactly, I suggest you to use the Position Tool (CTRL + T). So you can move your character everywhere in your frame.
2) You just have to:
- create a new layer under your drawing layer
- use the Floodfill tool (F)
- put your tool in Erase
- put the souce in Above
- Erase on a part of the paper where you're sure there will be nothing
- "Undo" (CTRL + Z)
- Select all frames of your color layer and reapply (ENTER)
