Full screen on OS X doesn't work with multiple screens

When going full screen on OS X, you can't put panels on the second screens like in any other software.
The second screen becomes a blank canvas and is unusable. While I'd want to put some small panels there, while only see my drawings on my Cintiq.
I'm still hesitating to upgrade because of weird updates like this. Why support OS X full screen, but implement half its functionality?
Is there a chance this will get fixed?

That's the way I do it in 9.
But in 10 I noticed there's this button:
Which is great. But comes with the issue I mentioned.
Hope that's clear, I'd love to see it fixed. I'd actually upgrade to 10 if it would.
I never liked the way you needed to expand the main window to all your screens to use panels properly. It's weird, especially if your screens aren't exactly the same size etc.

AFAIK, no app I have tested uses both screen in full screen mode, and that pissed me off since the beginning.
I added that button because people asked for it, even if I didn't see the use of it because of the way it works.

It pissed me off too. But some apps do utilize it right, and it works lovely!
Here's an example, how it looks on Anime Studio Pro:
I'd love to have TVPaint on its own 'space', it would work so much better than expanding it manually.

The way it is now is already very useful if you have 1 screen.
Navigation on OS X works very intuitive with full screen apps. Especially combined with a touchpad.

OS X Mavericks improved full screen functions on a mac a lot, but when TVPaint is full screen you still can't drag loose panels to the second screen. (And other software can!)
Hope this is going to be fixed some day.
