Hide other groups doesn't work on locked layers, allthough you can toggle visibility manually when its locked.

I have layers in default group and in Dark blue group. Both contain layers locked and unlocked.

I tried to :
* activate / inactivate the current group
* activate / inactivate the other group
* hide the current group by clicking on the corresponding color
* select all and toggle them

Everything worked properly.

I don't get what's going wrong. Can you show us an image / video ?

Sorry, I wasn't very clear.

I meant if you create a custom tool and add it as a command.
