Cursor lag while drawing

Hi guys and bonjour
I've tried all the preferences combinations I could think of including subpixel and Wintab, but I am still getting a really bad lag when I draw any freehand lines. I tried to analyze exactly what the problem is and I noticed that when I put my pen to tablet, the line doesn't begin to draw until a while. Then after I remove the pen from the tablet, the remaining line suddenly appears. I've attached a video in which I drew lines and held the pen at the 'end' line for a little while. You can see that the line suddenly appears, touching the end line after I do this.
I have also attached an image in which you can see the distance of the cursor and the line being drawn.
This problem is new because I have both TVPaint 9 and TVPaint 10 but I do not have this problem in TVPaint 9, using the same computer and tablet.

- Gateway Tablet PC
- Windows 7 Ultimate Edition
- 64 bit
- TVP Animation 10 Pro (10.0.16)
- I think this is a 32 bit version of TV Paint - (could this be the reason? I can't think of anything else)
