Key framer interlacing

Hi there! 
I am panning a background with the Keyframer tool, and I'm getting interlacing. TVP 9. I change Size and Y values, and I key X value. It is a simple panning background.
i've included two images. The first is a still of the background, and the second is the background after I applied the FX. The third image is when I use playback and pause.
I think it's interlacing. Or just the same image slightly off.
I tried exporting video and playing in QT and VLC. VLC does #3, QT does #2.
Does anyone have a solution for me?
