selection smoothing + panning tool bug ?

Hello,
I am using the selection tool with smooth set to 3.
When I try to cut a shape by dragging the selected part away with the pan tool, I get a smooth (inner side) and a non smooth side.
It does not happen with the warp or transform tool.
Is this a bug? See screenshots.
