Hello,
I would like to know which part of the computer is responsible for how fast the green bar at the bottom gets from yellow to green?
Is it the CPU, GPU, RAM or Hard Disk or all together ?

1) CPU mostly.
2) Harddrive and RAM then

not related : GPU. TVPaint never use it.
