Yes indeed !

Here is an animation that I did using tvpaint to animate and color the characters.

Compositing was done using aftereffects.

Thanks for confirming that . (I should have thought to check the YouTube tags. After I posted earlier I went back to check the tags/keywords of the video and it does have the tag "tvpaint" )
