What's up with the transform tool in 11?

When I select a region and then use the transform tool to rotate it, it keeps popping, or snapping back to it's original position. I grab the rotate handle, rotate it, then, without hitting Enter, I want to adjust that rotate a bit so I grab the handle again and when I do that, it pops back to the start. 10.5 never did this. Why is 11 doing this and how do I fix it?

It's a god-awful bug that's been todo listed a while ago, David.

This may not seem like a big thing , but in my opinion it should have moved to the top of the TO-DO/FIX list . It's a very irritating , disruptive bug.
