hotkey for new layer?

Hey all-
Is there a hotkey for new layer? I can't seem to even assign it in keyboard shortcuts. Seems strange, one of the most pressed commands for me.

You can use [Ctrl+N] to create a new layer.
Also , you can assign a shortcut to any layer preset.
