moving panels on to second monitor?

Is it possible to move a panel on to a second monitor? For instance, can I drag the color panel out of the TVP interface an on to a second monitor?

Yes, but you must stretch whole tvpaint interface.

How do you do that? Currently, I can only move TVPaint from one display to the other, but it won't let me stretch it across two. When I try to stretch it, it just stops when it bumps into the bottom or top or sides of the display I'm stretching from.

I figured out how to stretch it across. You have to go into Mac Preferences/Mission Control and untick "Displays have separate spaces". But the stretching technique doesn't really work the way I'd like it to. TVPaint's menu bar disappears. The timeline jumps over to vertical. (I know I can fix this in preferences, but it's kind of pain to do that every time.) And a few other weird things happen. I wish it was easier to move the panels around like in photoshop.

What do you mean ? Once you configure your interface, you don't need to configure it again.

Your right it keeps the configuration, but it doesn't maintain the stretch so I have to redo the stretch every time and then things get kind of messed up. It takes awhile before I can get the project pane down on the cintiq and everything else up above on the other monitor. But it's ok. I'm dealing with it. I look forward to the time when you get to this on your "to do" list and give the software the ability to easily float a panel on to another monitor.
