VAT pricing issues and questions

Sorry, I didn't know where to ask this
When buying a TVPaint license, the price is without VAT. When I choose a country, the VAT adds up. What I don't understand, is why VAT for Belgium and for Luxembourg is the same 20%? Luxembourg VAT rate is 17% and in Belgium it's 21%...
Another related question - if I have an American address (I am a resident of the US) and purchase a US license - can I ship it to a European address? cause I work here now...

When you purchase a license as a natural person (not a company or a school) but lives in European Union, you must pay French VAT (20%), just like if you were visiting France and wanted to purchase something in stores.
When you live out of European Union, you don't pay VAT (whatever your status is).

No, you can't (or it would be called tax evasion). On our side, we must justify the location of our customers. So, if we invoice an American citizen, the shipment must be done to the US.
The fact you live in Europe won't change anything, sadly.
