can attach layers but not merge....tvpaint 10 pro

question i have tvpaint 10 pro and want to know something

1-is there a way to put a layer to stick to another layer but not merge for example mouths stick to face ,face move and the mouth move with it attach without merge


2-is there a way to have a symbol i can choose wich picture i want,to choose the frame i want,im so used to do that all the time for example 4 different hands forms there a symbol wich there all there ,in a push of a button i can choose wich hand i want
