Bad Quality lines during preview playback

Only just started having this issue, or realizing it, the preview in preview settings is set to 100%, with forced full quality, but it still persists, flipbook is okay, but it doesn't seem to play the entire animation, if it did, then i'd have no problem using it
how it's supposed to look: http://puu.sh/oXW4L/c94bfe0605.jpg" onclick="window.open(this.href);return false;

what tvpaint is doing: http://puu.sh/oXW3B/832e54abbe.jpg" onclick="window.open(this.href);return false;

Any ideas?

Edit: preview playback does all frames even if i have it set on frame 13, this is also an issue for me, ideas?
