Scribbly notes panel in timeline super glitchy, colourful pixelly static.

Hello, just wondering if there's a fix for this issue I'm having so I can get my notes back.
I've recently updated TVP to the latest version and migrated all my stuff over to a new mac (M1 Max, Ram 64GB, Ventura 13.4) I'm having trouble with only the moved files and not any new ones I create now.
I took a screenshot video to show exactly what's going on but I'm not sure how to post it easily on this forum so here's a drive link instead

Any way I can get my notes back?
Another thing I was going to ask about was my audio was uneditable and unmuteable (it would visibly look edited, but nothing sound changed on playback or by timeline scrubbing - even if I deleted all the sound) since the file migration, but as soon as I enabled sound via quicktime's screen recording it was resolved! I couldn't believe it.
I thought I'd add that here in case it helps anyone else out. Quicktime's always been the route of my audio problems with TVP.
