How to import images?

Can TVPaint import images into it's timeline?

I have a video that I want to draw on top of.

nevermind i found it, im a tard

just drag the footage or image onto the layer window

You can also use the Open File dialog -- it will provide you with lots of options for importing footage (like start and end frames, aspect, etc)

When I do this, it just makes a completely new project. I would like a single image in the background. I do not want a new project with new dimensions.

You just use "open", choose pic, hit OK, and then select what you want: new project, or layer in existing project. Beware of size changes (stretch to project size, correct aspect).

You have to choose Layer and Single Frame in the "Open File dialog", as follow:
