Ciclo del agua (Colombian museum)

This is an Animation for the entrance of the Aquarium of Parque Explora (Colombian science museum)
Lots of stuff to like here: the reduced palette and the overall painterly approach (my father would love it).
But all camera pans stagger horribly! There's something fundamentally wrong with them, and it's not (only) caused by panning over animation on 2's or 3's. Was the whole movie produced on a different FPS rate and converted later?
