dongle problem

I have been using TVpaint 11 in Windows 10 for a while, but now I can't get it to start up. Right after it opens I get a pop-up warning about the dongle not being plugged in or a problem with licenses. Clicking OK closes the program.
A few weeks I got started with the 64bit version. Then I read to be able to export in Quicktime I could also install a copy of the 32 bit version. During installation of that I skipped the dongle software, assuming that would be installed already.
I played with TVpaint a little then and found the export options for Quicktime. So I definitely was able to open TVpaint then.
However yesterday when I encountered the problem with the dongle I thought that maybe uninstalling both the 64 and 32 bit versions would help. I then installed only the 32 bit version, but unfortunately the problem persists. I also unplugged the dongle and plugged it into another USB port. A little light came on in the dongle which seemed like a good thing.
Do you guys have suggestions? Thanks!
